Traditionally, many emerging markets initiatives – perhaps sponsored by DFIs or even by national governments - have tried to address shortfalls in the four key areas impacting national housing markets: housing finance, housing development, housing policy and capacity building, but developmental impacts have been disappointing and housing deficits persist.
The first two should primarily be driven by the private sector while the latter two should be driven by national governments. To achieve sustainable developmental impacts, we feel that all four need to be addressed together, holistically through integrated, well-considered and coordinated business plans.
